Through the analysis about the condition of urban transportation infrastructure and people's behavior related to transportation after Hanshin-Awaji big earthquake. We guessed what the condition of road is for three days from when the disaster occurred in center of Tokyo. As a result, caused by loss of the function of road, railroad, bus and so forth, it is necessary to secure the transportation means of sufferers and necessities on the rescue and restoration mission. We confirm that underground space use is effective, "underground emergency network" is a concrete plan of the underground space activities.
