タイトル（和）：	公的地震保険制度の提案
抄録（和）：	地震による個人資産の損害は、災害復旧法の適用対象外で、すべて個人自身が処理しなければならない。したがって，家屋の再建には、多大な経済的支出負担となり、ローンの二重払いの負担や借金の返済不能者は、自己破産を生じる。本研究は、地震災害の救済対策の一つである、地震保険制度に着目し検討を行った。最初に、地震保険制度の創設の経緯と変遷および普及現状について分析し、地震保険制度の課題、将来の立法論としての課題を明らかにした。次に、既往の被害地震による被害件数と地震保険の支払保険金額の実態を分析し、さらに、地震保険加入のメリットについて言及した。最後に、全家屋所有者を対象に強制加入する地震保険について具体的に試算し、公的地震保険制度について提案した。

抄録（英）：	The authors have studied the present system of earthquake insurance as one of the relief counter-measures and investigated the possibility of a new better one. First, the authors have studied how the present system has been founded, developed and changed, and how it has been working, trying to make clear those factors which have been hindering its popularization. The authors also have tried to propose a new form of earthquake insurance as possibility for future legislation. Secondly, the authors have analyzed the actual damages caused by past earthquakes and the total sum of the insurance paied for those damages, including the merit of joining earthquake insurance. Thirdly, the authors investigated the possible effects of a compulsory earthquake insurance, making a trial computation of the possible damages and the possible accumulation of insurance collected from the house-owners.
