本稿では、地震発生直後の緊急対応時における組織の活動のパフォーマンスを評価する手法について紹介する。ここでは震災対策体制のパフォーマンスを、被害に関する情報をどの程度の時間と確からしさで把握できるかという観点で定義し、人・機器等を同一のレベルで扱うことによって体制システムを抽象化したネットワークモデルに対して地震イベントを作用させ、体制システムのパフォーマンスを評価する。手法の開発にあたってはオブジェクト指向の考え方を導入し、様々な機能を有する人・機器を個々のオブジェクトとして表すことによって、シミュレーション・アルゴリズムの設計の容易性、シミュレーション実行の簡易性に配慮した。これによって、地震発生の時間帯、被害点検のルートなどのバリエーションに対して、比較的容易にモデル構築、評価を行うことが可能である。

This paper describes a method to assess the performance of the emergency activities of an organization immediately after an earthquake. The performance here is defined how rapidly and accurately the damage information is obtained, and it is assessed by applying earthquakes on idealized network model in which personnel and equipment are dealt as the same level of “gates.” The object-oriented approach was introduced for the simplicity of the development and the execution. With the approach introduced here, variations such as the earthquake occurrence time and the damage inspection route can be easily expressed.
