横浜市は1995年1月に発生した阪神・淡路大震災を貴重な教訓に地震対策の強化を積極的に進めてきた。なかでも，地震発生直後から災害対策本部の初動体制の確保などのために整備した，リアルタイム地震防災システム＝READYは，我が国初の高密度強震計ネットワーク・被害推定・GIS等のシステムを有機的に結合した，平常時から「備え」ている総合的な地震防災システムである。本論では，本年春に全面稼働した当システムの機能や特徴を紹介し，災害対策の最前線である自治体の取り組みの一端を述べる。

Yokohama City has been making great efforts to establish effective earthquake preparederess measures, since the great Hanshin Awaji Earthqaquake in 1995. For example, It has developed READY (REal-time Assessment of earthquake Disaster in Yokohama). It is the first system in Japan connecting High-Concentration Seismograph Network System, Earthquake Damage Estimation System and Geographic Information System (GIS). This paper introduces READY's functions and characteristics, and describes how the local government provided against disaster's.
