タイトル（和）：	兵庫県南部地震における建物被害調査の比較
抄録（和）：	兵庫県南部地震後に多くの建物被害調査が実施されたが，その方法，被災程度の判定基準を巡って幾つかの問題も発生した．ここでは資料およびヒアリングをもとにして，建物被害調査について整理し比較する．また，これまで行ってきた建物被害の分析結果から 「自治体の全壊判定は震災復興都市づくり特別委員会の中破以上，全半壊は軽微な損傷以上の被害とほぼ等しい」 と仮定したが，それを検証するために，芦屋市を例にとり，15に分けたエリアごとの調査結果についての比較分析も行った．建物被害調査と判定結果との関係を明らかにすることにより，今後，「全壊(大破)」や「半壊(中破)」という言葉の目的に応じた適切な定義づけが可能になると考えられる．

タイトル（英）：	A COMPARISON OF STANDARDS FOR BUILDING DAMAGE EVALUATION AFTER THE 1995 HYOGOKEN-NANBU EARTHQUAKE
抄録（英）：	A number of building damage surveys were carried out for different purposes after the 1995 Hyogoken-Nanbu Earthquake. The damage surveys by local governments intended their use for property tax reduction while the survey by AIJ & CPIJ group aimed to get technical records. Quick inspections by many engineers were also conducted to avoid danger of residents. This paper compares items of 10 building damage surveys. Building damage ratios of 16 areas in Ashiya City were used to make a close comparison between the damage ratings by the local government and the AIJ & CPIJ group. The results showed that there is a large difference in those damage ratings. Hence, the damage rating should be properly used in damage assessments depending on objectives.
