震災時における西宮市水道機能の時空間変化

1995年兵庫県南部地震では飲料水、生活用水、消火用水、工業用水が断水し、復旧作業が困難を極めた。本研究では、西宮市の水道システムに注目して、被害と復旧過程を定量的に分析した。まず、機能的データである配水量などの時系列変化を調べるとともに、物理的被害と通水状況の関係をシステム的に整理した。GISを用いることにより、阪神水道企業団の復旧状況との時空間的相互関係を明らかにするとともに、水道施設被害、配水機能障害、復旧作業の実態を把握した。また、被害、情報、人間行動、資機材、復旧作業などの関連性を明白にした上で、今後の防災対策に役立つような復旧戦略の考え方を提案した。

The Great Hanshin Earthquake cut off lifelines in the affected region. The water supply system was also severely damaged. In this paper, we analyzed water service failure in Nishinomiya City by focusing on shared pipeline and distribution pipe systems which rely on the Hanshin Water Supply Authority. Lifeline interaction problems were examined in the light of physical damage propagation, functional damage propagation and restoration strategy. It was found that more attention should be paid to interaction-related aspects of damage, and that the hierarchical structure of water distribution network must be taken into consideration.
