Ministry of Transport established a quake-proof port facilities construction policy taking into consideration fatal damages at Port of Kobe due to The Great Hanshin-Awaji Earthquake on January, 1995 and published it on December, 1996. This policy has 3 aims, that is, to maintain maritime transportation function for emergency goods and victims immediately after the large-scale earthquake, to maintain major trunk line maritime transportation function such as foreign trade container, multipurpose foreign trade and domestic trunk line until port reconstruction and to maintain functions as support base for restoration and reconstruction and as refuge for the people, and describes the basic concept relating to the kind of necessary facilities to be built, the ports where these facilities should be built, the quantity of facilities, and the scale of facilities. To come up to the necessary level of facilities by about 2010, Ministry of Transport is now promoting to build these facilities.
