地震による大きな社会的混乱を引き起こさないためには地震による被害の総量を社会的恕限度以下に止めることが必要である。この社会的如限度を新聞の地震報道を用いて調査した。また、建物の被害の総量は建物の集中度に反比例した破壊確率を設定してそれに応じた建物の強度を設定することで制御できる。建物の被害総量を一定にするために建物の集中度に応じて必要な建物の強度比で表される地震都市係数を1自由度系の簡単な建物モデルで試算した。その結果、建物の集中度が16倍大きくなっても要求される地震都市係数は2倍大きくなる程度であることが分かった。

The total number of damage of houses due to an earthquake must be decreased below some social allowable level to prevent the social panic. The social response can be estimated by the amount of report about seismic damage in the newspaper. The amount of damage of houses is controlled by the probability of failure which is reciprocal of the concentration of houses. An urban seismic load factor of structure is proposed to yield the constant total damage of houses. The factor is examined using a simple single degree of freedom structure. The factor increases by 100% for the region of sixteen times concentrations of houses.
