Brief introductions on historical background of building code modifications and major earthquakes in the past as well as the state of retrofitting of existing buildings in the three countries of U.S.A., China and Japan are presented. New seismic building codes based on performance based design are also referred together with the necessity of acceleration of retrofitting of existing buildings among these three countries.
