抄録(英): To prevent the serious disasters by an earthquake, it is necessary to control the amount of damaged buildings in each cities. The amount of damaged buildings is estimated based upon the seismic hazard of a 500-year return period value and the distribution of strength and the number of houses of the cities in Japan. The load factors that decrease the amount of damaged buildings to the allowable level of 600 buildings is calculated for seven model cities and 694 cities in Japan, respectively. As a result, the factor of 3.5 is required for the city where 170 thousand damaged buildings are predicted. For each 10-fold increase in the number of houses, the factor increases by 0.77.
