Authors, the team members for the Study by JICA, proposed a framework of earthquake disaster management on the reality of Nepal legal system, society, administration, decentralization, civilization, people’s behavior, housing, infrastructure and mass media etc. Authors also proposed tasks to be implemented for “Sustainable Mechanism for Development of Disaster Management”, “Maintain Governance”, “Strengthen Socio-Economic System”, “Protect Life and Property of the People” and “Earthquake Disaster Assessment”. Earthquake disaster management not only in Kathmandu Valley of Nepal but also in developing country was also discussed, and consequently it is revealed that international cooperation for the disaster management planning was essential.
