This study aims to investigate the mechanism of local concentration of acceleration and strain responses near the ground surface, using the response characteristics of Kobe ground for the 1995 Hyogoken-nanbu earthquake. Numerical results by the 2D effective stress analysis program show that distributions of newly scaled seismic intensity for numerical analysis results are close to those by JMA’s previous scale and distributions of maximum surface strain to those of damaged sites of buried pipelines.
