Having surveyed places damaged by earthquakes (18 in Japan and 17 abroad), I make the following personal observations. The first example of the observation is that investigation of the reasons for past death tolls is the most important thing to do in order to reduce the number of futured eaths caused by earthquakes throughout the world.
