抄録（英）：
The casualties are increasing in the recent damages by earthquakes in Japan. By the 1993 Southwest off Hokkaido Earthquake, 84 persons. 65 or more years old, were killed. This number is 36% of all the deathes. This study makes followings clear. The panic-like evacuation, in spite of the outskirt of the legally precautioned area, will fall the aged into troubles. The handicapped aged are not able to evacuate without helps and the applied number in Ohta ward is about 6,200 persons. And event tree analysis (ETA) is one of the useful methods which indicates what kind of sufferings will happen to the handicapped aged evacuees if his/her families' or neighbors' helps were not.
