It is important and necessary to develop a new vibration control system, which should keep the significance of passive control in the same time having some intelligence, to overcome the often mentioned problems, such as the energy problems like big consumption problem in active control and the lack of ability of managing varous earthquake in passive control. This paper, consisiting of part 1 and part 2, presents a new control system named Intelligent Passive Vibration Control System to overcome the above mentioned problems. Such control system consists of two parts: passive part (1st part) and intelligent part (2nd part). Generally in small earthquakes, only the passive part works like the base-isolated building. In case of great earthquakes if the response (for example the displacement response) of structure exceed the allowance of the passive part, then the intelligent part also works, to change the mechanical characteristics of the control system to meet more hazardous earthquakes. In this part 1, the concept of such system has been presented.
