According to the observation records, attenuation of ground strains with tune and also with increases in the epicentral distances seem to be more gentle than those of accelerations. Then, this seems to result from that ground strains contain lower frequency components than accelerations. Then effective examination on dynamic behaviors of ground, are expected to be conducted by using strain records and acceleration ones. Under such consideration, non-stationary spectrum analyses were tried to made, concerning ground strains during earthquakes Frequency distribution of maximum frequency components of the records seems to show dynamic characteristics of the ground
