The objective of this report is to make clear the dynamic behavior of an embankment based on the observed seismic records in order to evaluate the effect of surface topograpy on the earthquake motion. Amplification of maximum accelaration and frequency response function with respect to horizontal and vertical earthquake motion were used as the index to represent the characteristics. A new method based on "Vector Spectrum" was provided to evaluate the frequency response function with respect to horizontal earthquake motion and was compared with the usual method. The results are mainly as follows: 1) The amplification of vertical earthquake motion is larger than that of horizontal earthquake motion. 2) The lateral imhomogeneity of the ground strongly influences the predominant vibrating direction of earthquake motion. Therefore, the frequency response function calculated by the new method is appropriate to evaluate the characteristics in comparison with that calculated by the usual method.
