A computer model is constructed for estimating damage to buildings in earthquakes, that can be applied to any country in the world: even to countries where there are no damage statistics available. Although the model uses existing data for estimating damage degree, it incorporates a fuzzy reasoning method into the process of inferring damage levels of any building type at risk for which few or no damage statistics are available. Input the magnitude and location of an earthquake, and specify the surface soil condition, the structural type and collateral aspects of quality of buildings at risk, then the model output a likely seismic intensity at the site of concern as well as a likely distribution of building stock for a range of damage severity.
