Since Old days Japan bas experienced large tsunami disasters many times mainly resulting to (1) the loss of human lives and (2) the washing away of wooden dwelling houses standing along the seashore. Analyzing carefully large tsunami damage done in the Okushiri Island on the occasion of the 1993 Hokkaido Namsei-Oki earthquake we came to the definite conclusion that these tsunami disasters could be depressed completely, only it suitable and powerful counter-measures should be fatal in advance. One is thorough education to local people. Second is the replacement of the existing fisherman's wooden houses to the reinforced concrete buildings.
