It has been discussed about some social problems associated with seismo-evacuation. The present discussion consists of the liable agency, prediction, preparation, initiation and method, and revenue source and insurance. It is inferred that the liable agency must be a government branch. A credible earthquake prediction would result in a drastic reduction in deaths, injuries and property damage, but potential socioeconomic problems must be seriously examined. An individual can minimize dangers to himself/herself, family and community by learning and adhering to a few simple rules. It is proposed that seismo-evacuation is preferable to be divided into two stages. In the first stage, the probability of occurance is below the critical value, whereas in the second stage its probability is above the critical value. In the first and second stages, the evacuation is autonomous and compulsory respectively. Finally, a National Insurance Program is proposed to cover costs to be incurred from ill seismo-evacuation. The program makes the liable agency possible to establish an Earthquake Fund with the levies paied by private life and fire insurance companies. ƒL[ƒ[ƒhi‰pjF - ‹LŽ–‹æ•ªF - ‹æ•ª @@@ˆÏˆõ‰ï˜_•¶W
