A simple method is developed for conversion between soil surface and rock surface earthquake motion including nonlinear amplification/deamplification effect of soil layers overlying bedrocks. On the basis of the simulated rock surface earthquake motion and corresponding soil surface motion, the conversion factor, ¡, is proposed for peak acceleration, peak velocity, acceleration response spectra, and evolutionary power spectra. The conversion factor, ¡, is defined as a function of the soil parameter S¡ which represents the softness of surface layers, the depth to bedrock to and the earthquake motion intensity on rock surface. The database for d¡, the simultaneous strong motion records both on soil surface and corresponding bedrock is developed by using the recent records from the arraied observation systems.
