The maximum response in transient state due to non-stationary excitations is theoretically estimated, applying theories of random vibration. Through this theoretical approach, the effect of damping, frequency and duration time have been numerically evaluated and the results of these numerical evaluations have been verified by "computer experiments" In the second part, two major procedures for the simulation of three-dimensional earthquake ground motions are introduced. The one is completely synthetic way as to generate and superpose harmonic waves with random phase angles then multiplied by deterministic intensity function. Three independent components are correlated through the transformation into a new set of coordinates. In the other method, actual sets of accelerograms are utilized in addition to the former method in order to give better sets of phase angles and covariances.
